On April 30th and May 1st 2009 the Ad-Hoc Facilities Committee met twice to listen to presentations from 5 finalist companies who submitted bids to become the Village's architect for the new Village Hall/Police Station on 90th Street. Village President Carolyn Milkie kicked off the meetings both days and was assisted by Brennan Kane and Logan Martin of the Planning Department.

The Ad Hoc Facilities Committee is an advisory group to the Village Board - they provide advice and recommendations but the board makes all final decisions. The committee was convened over a year ago to receive and discuss requirements for the new village campus.  Though they met several times last year, they have not met since September 2008 and previous agendas and minutes have been removed from the village website.

The committee's latest job is to review the submissions of 5 remaining companies to provide architectural design services for construction of the new village campus and to provide a final recommendation to the Village Board for its June 8 meeting.

The bidding process for selecting an architect began on February 23rd when the village released a request for proposal (RFP) for design services for the village hall and police station. By the time the submission deadline came on March 23, sixteen firms had submitted eighteen different proposals.

Mr. Kane and Mr. Martin created an evaluation form based on the criteria set forth in the RFP. They developed a 200-point system that rated firms on the requirements in the RFP as well as cost and other elements within the submittal.

With this information, they were able to eliminate eleven firms to get down to 5 top qualifiers for the project. The five remaining contenders are:

  • Bray Architects (Milwaukee, Madison, Sheboygan)
  • LeGat-Barrientos (Wisconsin, Northern Illinois)
  • Zimmerman Architects (Milwaukee)
  • Potter Lawson Inc (Madison)
  • Plunkett-Raysich Architects (Milwaukee)

Each firm was allowed 20 minutes to present and 40 minutes to take questions from the committee members. Public comment was allowed after the candidates had left the room.

All of the finalists stated the need to have community involvement in such a major project for the village. As a result, residents may get one or more open houses to see the designs as they are completed.

So the Ad-Hoc Committee members now have the task of narrowing the field to one company - the company who will design the buildings we will all know as village hall and the police station for the next 50 years or more.
